| The study formulated a sustainable agricultural development programme based on irrigation development, which is meant to improve the people’s livelihood in the eastern area of Teral Plain. The study pointed out the importance of financial viability of irrigation system and therefore an institutional arrangement was examined and recommend in terms of appropriate level of irrigation service fee, the mechanism of fee collection as well as strengthening of irrigators association. Also newly tried out was a planning assessment for which the draft irrigation development plan with some alternatives was presented to the beneficiaries and they were the ones who modified and finalized the draft development plan. This approach gave a new impetus in planning national irrigation schemes. | |||
