| The Study for the Rural Development Focusing on Flood-Proofing,

The study aimed at the formulation of a master plan for the rural development focusing on flood proofing in Char and Haor areas where houses, farmlands and livestock of poor peoples are damaged by annual flood, which result in widespread and deeply rooted poverty. Bangladesh has a lot of project experiences to “prevent” or “control” massive floods with construction of huge structures. However, there is a limit to take structural measures alone, especially in Char and Haor areas, due to gigantic forces of nature and budgetary constraint of the state. Hence, the study suggests building people’s capability to “live with” annual flood through provision of non-structural measures including income-generating opportunities to accumulate small capital, and then to cope with annual flood, with provision of minimum structural measures.
